Second scramble for what is left of Africa is happening right now

Africa is the old cow that produces milk after a love pat. This is exactly what is happening as China and the United States battle for supremacy in the continent. On the side, the United Kingdom, Germany and India want a share of that milk. A typical action symbolizing Africa Beyond Aid. However, listen to the speeches of African leaders who are championing the non-dependency mantra; they beg for grass to provide milk.

Chinese Aid and Investment Are Good for Africa

Since the first FOCAC in 2000, China has grown from bit player in Africa to the source of nearly $200 billion in trade. From 2001 and 2011, China also committed $75 billion in aid to the continent, about 20 percent of the $404 billion total that the Organization for Economic Cooperation and Development’s Development Assistance Committee calculated for the period. The United States promised somewhat more—$90 billion in the same period—but Chinese aid is more sought after. Unlike Western assistance, which comes mainly in the form of outright transfers of cash and materiel, Chinese assistance consists mostly of export credits and loans for infrastructure (often with little or no interest) that are fast, flexible, and largely without conditions.

The Trans-African Highway Network Will Connect the Continent, But What Role Will China Play?

Since the days before African independence, when the European colonizers controlled the continent, there has been a vision of building a vast network of highways connecting the African nations. Now, as the African nations make strides towards closer economic cooperation, common markets, and breaking down barriers to travel and trade in goods and services, this notion of a plan for interconnected roads linking the continent has much potential. However, there are impediments, but also potential help from China in making this long-term vision a reality.
